Tropical Depression Luis made landfall in northern Luzon on August 3 at 5:30 PM, delivering torrential downpours and wind gusts up to 46 mph. Forecasts show Luis will recurve toward the east-northeast in the next 24 hours before losing intensity. However, from August 5 to 6, the southwest monsoon will cause additional rain, flooding, and potential landslides across Luzon Island, especially in Pangasinan.
