  • Valencia, Spain: Protest Advisory | Taxi drivers in Valencia will strike and participate in a protest march on November 4. In conjunction with the work stoppage, drivers will hold a protest caravan in the city beginning at 08:00 AM. Both groups will converge at Plaza de España, then proceed along San Vicente, Periodista Azzati, and Marqués de Sotelo, before concluding at Valencia City Hall. The drivers’ union is demanding stricter regulations and enforcement measures on Private Car Rentals (VTC) and app-based vehicle services to curb the illegal operations of such drivers in the country.   • Navarre, Spain: Health Advisory | Doctors in Navarre, Spain, will partake in a strike from November 3 to 16 creating disruptions to healthcare facilities. The strike was organized by members of the Sindicato Medico de Navarra (SMN) to demand better working conditions for healthcare professionals. Emergency medical services will still be operational. Travelers are advised to reconfirm medical appointments.

  • Rio de Janeiro, Brazil: Security Advisory | Exercise caution in Rio de Janeiro, Brazil over the coming days following a recent deadly police raid and subsequent protests. A joint operation involving roughly 2,500 police and soldiers in the Penha and Complexo do Alemão favelas on October 29 resulted in at least 119 fatalities, including four officers. The raid also resulted in 113 arrests, about 90 rifles seized and over a ton of drugs recovered. Schools and roads in affected areas were closed during the raids, and a sustained security presence continues as investigations proceed. Protesters have since taken to the streets to condemn the raid. SafeAbroad travelers should avoid protest sites and any police operations. Reconfirm routes before travel and leave areas immediately at the first sign of unrest.
  • Trinidad and Tobago: Security Advisory | Expect heightened security in Trinidad and Tobago over the coming months after the government extended the state of emergency (SoE). The state of emergency was extended a second time for three months on October 31. The measure is aimed at combatting criminal networks operating from within prisons attempting to target police and government officials. Under the SoE, the authorities can conduct searches and arrests without a warrant. No curfews or movement restrictions have been announced thus far. Since the imposition of the SoE on July 18, the government has reported that 3,409 people have been arrested. SafeAbroad travelers are unlikely to be significantly affected by the measures, however they are advised to maintain awareness when in public. Travelers should monitor developments related to the SoE and expect heightened security nationwide.
  • Lima and Callao, Peru: Security Advisory | 24-hour transport worker strikes in Lima and Callao on November 3, 4, and 14 will demand action against criminal extortion, with blockades on main roads and disrupted services likely. The current state of emergency allows authorities to forcibly disperse and restrict assemblies over 3,000 people without authorization. The preceding November 3 and 4 protests will lead up to the November 14 demonstration which coincides with a separate anti-government protest, elevating disruptions and confrontation risks which could be exacerbated from the actions in aforementioned demonstrations.   • Philippines: Weather Advisory | Exercise caution and expect widespread disruptions over the coming days in Caraga, Central Visayas, and Eastern Visayas, as Tropical Storm Kalmaegi (locally named Tino) makes landfall on November 4. The storm is expected to strengthen into a typhoon. Sea travel was suspended on November 2 in Surigao del Norte, including routes to Siargao. Up to four inches (10cm) of rain is forecast in the impacted provinces before the storm crosses the Visayas and northern Palawan, and emerges over the West Philippine Sea on November 5. Travelers are advised to monitor official alerts and reconfirm flight, ferry, and road journeys before departure. Travelers should also avoid low-lying or surge-prone areas, as flooding and landslides are likely to take place.
  • Maharashtra, India: Health Advisory | Expect medical service disruptions across Maharashtra over the coming days following recent disruptions. A 28-year-old doctor who worked at Phaltan Sub-District Hospital was found dead in a hotel room on October 22 with a note stating that a police official and two others had harassed and assaulted her. As a result, doctors’ associations, including Maharashtra Association of Resident Doctors (MARD), Indian Medical Association (IMA), and Maharashtra State Gazetted Medical Officers Association (MAGMO), announced a unified state-level protest campaign to boycott non-emergency medical services. Candlelight marches took place on November 2 in major cities such as Mumbai, Pune, and Nagpur. Beginning on November 3, outpatient and administrative services will be suspended, with full service closures threatened until November 14 if justice is not served. Travelers are advised to avoid all observed protests and reconfirm any upcoming medical appointments. Travelers should also monitor local media for real-time updates and directives.
  • Andhra Pradesh, India: Protest Advisory | Statewide protests in Andhra Pradesh will cause disruptions on November 4. Widespread protests organized by the opposition YSR Congress Party (YSRCP) are expected across Andhra Pradesh state to oppose the state government’s plan to privatize government medical colleges. The YSRCP has announced protest actions in all assembly constituencies, with significant gatherings expected in major urban areas, including around the state secretariat in Amravati and local YSRCP offices. Disruption to road transport and government services is likely. Demonstrations are expected to be peaceful but can still attract small groups of violent individuals. Travelers are advised to avoid the protests and to monitor local media for updates.

  • Tanzania: Security Advisory | Avoid non-assential travel to Tanzania over the coming weeks due to election related unrest and violence. The recent presidential election has caused general unrest amid much controversy; some reports are claiming that hundreds have been killed by police in crackdowns. There is currently a curfew in effect between 6:00 PM and 6:00 AM, and limited internet access in the country. There are road blockades and closures across the country that have resulted in shortages in food, fuel, and cash. Multiple international flights have been cancelled to and from Nyerere International Airport in Dar es Salaam, and Zanzibar airport. Arusha International Airport and Kilimanjaro Airport are partially operational. There are no ferries running between Dar es Salaam and Zanzibar. The SGR rail service is not currently operational. Travelers are advised to stay away from large gatherings, rallies, or crowds. They should also follow official directives.
  • Nairobi, Kenya: Travel Advisory | There will be a nationwide 24-hour strike by drivers of rideshare apps such as Uber and Bolt November 3-4. Workers with the Organisation of Online Drivers Kenya (OOD) will strike to demand a minimum base fare of KES 300 ($2.33), better compensation for low-demand and night trips, and the reinstatement of blocked accounts. This is expected to severely reduce transport availability in Kenya, and especially in Nairobi, which has and will continue to experience surge pricing over the industrial action. There will be a related protest caravan in Nairobi at 9:00 AM at the Green Park Bus Station. SafeAbroad travelers are advised to plan for alternative transport during the strike. Expect a reduction of available rideshares, longer travel and wait times, and higher fares until the strike concludes.
  • Israel: Protest Advisory | Expect continued large-scale protests in major Israeli cities over the coming weeks. Despite the return of most of the hostages, demonstrators are still calling on the government to push for the return of the remaining 11 deceased. The potential draft of ultra-orthodox Israelis into the military have also prompted mass demonstrations; on October 30 tens of thousands flooded the streets of Jerusalem. Travelers are advised to avoid these protests and to monitor media for updates.
